NSEERS 'Special Registration' Established

On August 12, 2002, the Justice Department finalized the National Security Entry-Exit Registration System (NSEERS). Under its 'special registration' program, tens of thousands of men from 25 mostly Muslim-majority countries — including Pakistan and Bangladesh — were fingerprinted, interrogated, and tracked; thousands faced detention or deportation. It was suspended in 2011 and formally rescinded in 2016.
